Charles Ryland Burnett III (June 9, 1956 – January 17, 2018) was born in England but lived in Houston, Texas, most of his life. He graduated from Rice University, achieving a B.S. degree in Chemistry with honors, and was an inventor, living in Houston at the time of his death at age 61. Over his lifetime, he set numerous speed records on land and sea, including the world's fastest steam-powered car, a project which he financed and named "Inspiration." Burnett was a dedicated philanthropist, donating to a wide variety of causes from endowing cancer research to giving funds to the Houston Police Department.
