Charles Henry was a former member of the Ohio Senate. Formerly a county prosecutor in Trumbull County, Henry decided to challenge incumbent, four-term Senator Tom Carney in 1988. While initially not thought to be a competitive race, Henry gained traction on Carney, and ultimately won the election. In the race, he spent over $100,000.
