Consuelo Northrop Bailey (October 19, 1899 – September 9, 1976) was an American lawyer, politician, and elected official.
She was the first woman to serve as Speaker of the Vermont House of Representatives and as Lieutenant Governor of Vermont. Bailey was the first female lieutenant governor in the United States.
