Fu Yuelan (Chinese: 符跃兰; pinyin: Fú Yuèlán; born September 1953) is a retired Chinese politician of Li ethnicity from Hainan province. She served as Vice Chairwoman and Deputy Party Secretary of the Standing Committee of the Hainan Provincial People's Congress, and earlier as Vice Governor of Hainan. She was also Head of the United Front Work Department of the Hainan Provincial Committee of the Chinese Communist Party (CCP).
