Ioan Culcer (29 July 1853 – September 1928) was a Wallachian-born Romanian military leader and politician. Culcer served as a lieutenant during the Romanian War of Independence (1877–1878) and as a general during the Second Balkan War and World War I. Throughout the wars he fought in, Culcer was almost always on the offensive: invading Ottoman territory in 1877, Bulgarian territory in 1913 and Austro-Hungarian territory in 1916. In total, he fought against four countries: Germany, Austria-Hungary, the Ottoman Empire and Bulgaria. In early 1918, he briefly served as a minister.
