James A. "Jim" Dinkins (born 1966) is an American law enforcement officer and business executive who served as the first head of Homeland Security Investigations for U.S. Immigration and Customs Enforcement from 2010 to 2014. He is a senior vice president and director of operations of Enterprise Financial Crimes Compliance for U.S. Bancorp.
