John Tarlton Whitty (1876–1948) was an English Civil Service officer and colonial administrator who served as the Officiating Governor of Bihar and Orissa from 12 October 1934 to 11 February 1935. Born in Corowa, New South Wales, he did his graduation at Cambridge and University College London. Whitty joined the Indian Civil Service in 1898 and worked in Bengal from 1899 to 1911 before transferring to Bihar and Orissa in 1912. He held the roles of Magistrate and Collector, until 1915 and was appointed Manager of the Bettiah Wards in 1916. Between 1925 and 1930, he served as Divisional Commissioner of Bihar and Orissa.
