Kōtoku Wamura (Japanese: 和村幸得, Hepburn: Wamura Kōtoku; February 21, 1909 – October 18, 1997) was a Japanese mayor, who is credited with creating the wall that saved the village of Fudai, Iwate from the 2011 Tōhoku earthquake and tsunami. Wamura was the mayor of Fudai from 1945 to 1987.
