Pavel Leonidovich Ipatov (Russian: Па́вел Леони́дович Ипа́тов), Born 12 April 1950, he was the governor of Saratov Oblast until 23 March 2012. He was the first governor appointed by President Vladimir Putin, who replaced a directly elected governor. Ipatov is a member of United Russia. He was previously director of a nuclear-power plant.
