Robert Randolph "Randy" Neugebauer (born December 24, 1949) is an American politician who was the U.S. Representative for Texas's 19th congressional district, having served from a special election in 2003 to 2017. He is a member of the Republican Party. The district includes a large swath of West Texas, including Lubbock and Abilene. According to a 2011 survey by the National Journal, Neugebauer was "the most conservative" member of the House.
