Wade, an Episcopal priest, performed the ceremony, in which the Rev. M. John Farrelly, a Roman Catholic priest, took part. Mrs. Spicer, 33, is the producer of the 6 p.m. newscast at WJLA-TV, the ABC affiliate in Washington. She received two bachelor's degrees, one in studio art and art history from the University of the South, and another in telecommunications from Indiana University. The bride is the daughter of Sally and Harry Miller Jr. of Nashville. Her father is the president of Miller Properties, a real estate company in Madison, Ala. Her mother is the assistant to the director of graduate studies at Vanderbilt University. Mr. Spicer, also 33, works in Washington as the communications director and the spokesman for the Budget Committee in the House of Representatives. He is also a lieutenant in the Naval Reserve, now assigned to the Joint Forces Command in Norfolk, Va. He graduated from Connecticut College. He is a son of Kathryn and Michael W. Spicer of Barrington, R.I. The bridegroom's mother is the academic manager of East Asian Studies at Brown. His father is an insurance agent with the M W Financial Group, insurance agents and financial consultants in West Warwick, R.I.
