Rusli Noor (born 1 May 1927) of Indonesia, was secretary general of ASEAN from 1989 to 1993. He also served as Executive Director of the APEC secretariat in 1994. He earned an MA in political science from Columbia University. He served as Indonesia's ambassador to Norway and Denmark.
