Santos Reyes is a prisoner at Folsom Prison in the state of California who became a focal point of an effort to overturn the state's three strikes law. The case has attracted media attention as an example of how California's three strikes law has led to the "incarceration of thousands of victims indicted on relatively minor charges," according to several accounts. The sentence of 26 years to life received by Reyes for felony perjury has been described as an "egregious example of injustice" since the crime of "cheating on a driver's license test" is a victimless offense normally prosecuted as a misdemeanor under the California Vehicle Code. This was his third strike; Reyes, as a juvenile, committed a burglary (his first strike) but wasn't entitled to a jury trial; the second strike was a robbery which didn't involve harm to a person and which occurred ten years before the driver's license incident. The Pasadena Weekly claimed that since the three strikes law was passed in 1994, more than one thousand people have been sent to prison for 25 years to life for "petty crimes."
