Todd Sunhwae Kim is an American attorney who served as the first Solicitor General for the District of Columbia. He was appointed by Attorney General Robert J. Spagnoletti to be responsible for all of the District's appellate litigation before the District of Columbia Court of Appeals, the United States Court of Appeals for the District of Columbia Circuit, and the Supreme Court of the United States. In February 2014, President Obama nominated Kim to a seat on the District of Columbia Court of Appeals, but his nomination never received a final vote in the Senate. On April 30, 2015, President Obama re-nominated Kim to the position, but the Senate did not act on that nomination either.
