Viktor Abramovich Dukhovny (Russian: Виктор Абрамович Духовный) (20 April 1934 – 14 August 2021) was a Soviet and Uzbekistani water engineer and scholar. He played a major role in the development and construction of several large-scale hydraulic projects in Central Asia. Dukhovny supported large-scale hydraulic projects, including the proposed diversion of Siberian rivers to Central Asia in wake of the Aral Sea disaster during the Soviet period, which was later abandoned.
