Born in Hailong County, Jilin Province, with ancestral roots in Wu'an, Hebei, he served as Deputy Secretary of the Hunan Provincial Committee of the Chinese Communist Party and Executive Vice Chairman of the Standing Committee of the Hunan Provincial People's Congress.
